There
are many different aspects to serving on the Board
of Aldermen. As
an Alderman-at-Large, Marcia is elected by and represents the city
as
a whole, although
she lives in Ward 2. Each Alderman also serves on two or three Board
committees, where much of the 'nuts and bolts' work of the Board
gets done.
REGULAR
BOARD MEETINGS - The Board of Aldermen holds regularly scheduled
meetings on the first and third Monday of each month, with some variations
during the summer and to accomodate holidays.
PROGRAMS
AND SERVICES COMMITTEE - At the beginning of her second term,
Marcia was appointed Chairman of the Programs and Services Committee.
"P&S"
normally meets on the first and third Wednesday of each month, and
is responsible for overseeing a broad range of city government activities,
including budget review. A recent committee agenda and report provide
some insight into what goes on at P&S.
ZONING
AND PLANNING COMMITTEE - Zoning and Planning meets on the 2nd
and 4th Monday of each month. Affectionately known as "ZAP," Zoning
and Planning covers matters affecting zoning
and
real
estate
development,
ranging
from budgets and staffing, to legislation; a recent agenda and report provide
some detail. One of the more significant items to come out of ZAP
recently was a revised Inclusionary Zoning Ordinance (Section 30-24(f)
in the Municipal
Ordinances), approved by
the full board in April 2004. As a ZAP member, Marcia
played a key role in making it happen.

AUDIT AND OVERSIGHT COMMITTEE - This committee is concerned
with reviews and audits of contracts and programs.
